In French cities it is planned to limit the increase in rent
After Paris the restrictions on the increase in rent is planned to be applied to other cities of France. These include, first and foremost, Grenoble and Lille.
Control over the increase in rent provided for by the law ALUR (Loi pour l’accès au logement et un urbanisme rénové) — “the Law of affordable housing and renovated urban planning”. Among the mayors of the provincial cities the first of such opportunities was requested by the head of Lille Martine Aubry. Prime Minister Manuel Valls, followed by a response in the newspaper Le Journal du Dimanche: “In addition to Paris, other cities such as Lille, will be able to voluntarily participate in the experiment to control the growth of rent”. After such request was made and the mayor of Grenoble, Christophe Ferrari.
The text of the law developed by the Minister of housing and equal territories, cécile Duflot, said that the so-called “tension zones” (zones tendues), rents may not exceed 20 % of the “average rent” set by the Prefecture. These areas include cities with population over 50 thousand people, where demand exceeds supply, i.e. there is a shortage of housing.
Restrictions do not apply to leases of Parking lots and seasonal property, but belong to mebelirovanna and empty housing in that position for long terms, if it is a new lease or renew the old one. It is expected that the restrictions will cover 4.6 million units or 70 % of the Fund lease.
Innovations will come into force in autumn 2014 in Paris and in 2015 in other cities.
